Kenya Moves to Modernise Surveying and Geospatial Education

Kenya is modernising surveying and geospatial education to equip future professionals with advanced digital skills, supporting infrastructure development, innovation, and sustainable economic growth.


Kenya has taken a major step to strengthen its surveying and geospatial profession. The Land Surveyors’ Board (LSB) and universities have agreed on comprehensive geospatial education reforms to modernise professional training and align it with emerging technologies and industry needs. The reforms will equip future surveyors, geomatics engineers, and geospatial professionals with the technical skills, practical experience, and ethical standards needed to support Kenya’s rapidly growing digital economy.

A Unified Approach to Professional Training

The agreement emerged during a consultative meeting held at the Kenya School of Monetary Studies, where stakeholders reviewed the Board’s Draft Policy on the Recognition and Accreditation of Surveying, Geomatics, and Geospatial Engineering programmes for professional registration and licensing.

Participants agreed to establish a harmonised framework that standardises programme accreditation across universities while creating clear professional pathways for technicians, technologists, and graduate surveyors.

The framework will help graduates understand their career progression from the beginning of their studies and strengthen consistency across higher learning institutions.

Aligning Education with Industry Needs

Stakeholders recognised that the surveying profession has expanded far beyond traditional land boundary measurements. Today’s professionals work across infrastructure development, digital land administration, environmental management, marine surveying, disaster risk management, climate resilience, subsurface resource mapping, and airspace management.

To reflect this transformation, universities will review their curricula and strengthen practical training in rapidly advancing technologies, including:
  • Artificial Intelligence (AI)
  • Geographic Information Systems (GIS)
  • Drone mapping
  • Satellite imagery
  • Remote sensing
  • Digital spatial technologies

These updates will ensure graduates develop the practical competencies required by today’s employers.

Stronger Collaboration Between Universities and Regulators

Director of Surveys and Land Surveyors’ Board Chairman Maritim Weldon emphasized the importance of closer cooperation between universities, regulators, and industry.

He noted that while the Commission for University Education (CUE) accredits university programmes, the Land Surveyors’ Board remains responsible for recognising programmes for professional registration, licensing practitioners, regulating professional practice, and protecting public interest.

He encouraged continuous engagement throughout a student’s academic journey to ensure graduates transition smoothly into professional practice.

Building Globally Competitive Professionals

The Board believes Kenya must produce graduates who can compete internationally while addressing local development priorities.

Modern surveyors increasingly support:
  • Smart infrastructure development
  • National Spatial Data Infrastructure
  • Digital land administration
  • Climate resilience
  • Environmental conservation
  • Urban planning
  • Disaster preparedness

As these sectors continue expanding, demand for highly skilled geospatial professionals is expected to grow significantly.

Universities Welcome the Reforms

Universities welcomed the consultative process, describing it as a positive step toward improving professional education.

Representatives noted that harmonising programme recognition will strengthen graduate mobility, improve public confidence, and increase the international competitiveness of Kenya’s surveying and geospatial professionals.

Participants also agreed that curriculum development should remain a collaborative effort involving academia, regulators, and industry to ensure graduates possess skills that match evolving professional requirements.

A New Association to Strengthen Collaboration

Stakeholders proposed forming an Association of Surveying and Geospatial Engineering Chairpersons to unite heads of university departments offering surveying, geomatics, and geospatial engineering programmes.

The association will promote:
  • Curriculum harmonisation
  • Research collaboration
  • Knowledge sharing
  • Stronger industry partnerships
  • Continuous dialogue with regulators

The group will also submit recommendations to support ongoing legal and policy reforms within the next three months.

Legal Reforms Will Support Industry Growth

Participants also recommended reviewing the Survey Act to ensure it reflects advances in modern surveying technologies and international best practices.

The proposed legal reforms will support emerging technologies, including AI, GIS, drone surveying, satellite positioning, remote sensing, and other digital geospatial solutions.

The Land Surveyors’ Board committed to pursuing regulatory changes that address existing gaps in education, registration, licensing, and professional career progression.

Supporting Kenya’s Digital Transformation

The reforms come at a crucial time as Kenya advances major initiatives, including the Ardhisasa digital land administration platform, infrastructure development, and the National Spatial Data Infrastructure.

Government agencies increasingly depend on accurate geospatial data to support environmental conservation, climate adaptation, urban planning, infrastructure development, and disaster risk management.

These priorities require professionals with advanced technical expertise capable of managing increasingly sophisticated spatial technologies.

Preparing the Next Generation of Surveyors

In closing the consultative meeting, Maritim Weldon urged universities to embrace continuous innovation and regularly update their curricula to keep pace with technological change. He emphasised that, ultimately, the future of surveying depends on collaboration, innovation, and lifelong learning.

Furthermore, the Land Surveyors’ Board reaffirmed its commitment to working with universities, regulators, county governments, and industry stakeholders to strengthen surveying education, improve graduate competence, and build public confidence in the profession.

As a result, as digital technologies continue to transform infrastructure, land management, and environmental planning, these reforms will help Kenya develop a highly skilled geospatial workforce, support sustainable development, and strengthen the country’s global competitiveness.
